Review committee
A review committee adopts the final ratings for each Edition and approves changes to the Library. Its terms of reference cover:
- adopting the panel’s ratings, and recording any departure from them with reasons;
- approving additions to the Library, retirements and changes of scale;
- deciding challenges to a rating;
- overseeing declarations of interest.
Membership and the full terms of reference will be published here before the 2027 release.
The panel
The Edition is rated by a panel of 40 to 60 named experts, drawn across the nine regions and the four stakeholder groups. Panellists will be named on this page after the 2027 round, with their region and stakeholder tags and their declared interests. The method is set out on the methodology page.
Until the panel has rated, every score on this site is a provisional GINC desk score and is labelled as such.
Challenge process
A government or a scholar may dispute a rating.
- The challenge is submitted in writing, naming the scenario, the rating disputed and the evidence relied on.
- GINC responds within 60 days.
- The outcome is published, whether or not the rating changes. A change is recorded in the scenario’s change log and in the public change log.
Disclosure policy
- Public. Scenario ratings and stress tolerances are public.
- Confidential. Named reverse stress tests are confidential to the nation concerned.
- Advance notice. From the January 2028 release, governments receive nation-level findings 30 days before publication.
Edition pages are frozen at release. Corrections are published as errata, not silent edits.
