    "text": "The drought payment reaches four million households in a morning. Three years ago the same programme took eleven weeks and lost a fifth of its money on the way. Nothing about the weather changed; what changed is that every adult has an identity number, an account that receives instant payments, and a consent screen that lets the agriculture ministry see the land registry. The tax authority, which used to collect 11 per cent of GDP, collects 15: shops that take digital payments cannot easily hide them. A tailor with no collateral gets a loan in ten minutes on the strength of two years of receipts. The foreign card networks, which took 2 per cent of every sale, now take it only from tourists. Then come the harder stories. An outage at the identity authority stops pensions, pharmacies and SIM sales for nine hours. A widow whose fingerprints no longer read is refused her ration until a journalist takes up her case. The interior ministry asks for access to the payment data 'for security', and the data protection authority, which has eleven staff, is asked to object. The countries that get the leap without the damage wrote the law before the code."
