The document has three parts: a maritime guarantee for Hormuz and Bab el-Mandeb, policed by a joint centre with officers from six navies; limits on missiles and enrichment with inspectors in residence; and a schedule of sanctions relief tied to each inspection report. War-risk premiums in the Gulf fall to a tenth of their 2026 peak within a month. The reconstruction conference pledges more for Gaza, southern Lebanon and northern Yemen than the previous five conferences together, and this time contractors can get insurance. A rail and cable corridor from Mumbai to Haifa through the Gulf, on paper since 2023, breaks ground. Tehran's stock exchange rises 60 per cent and its currency recovers half of a decade's losses. Defence ministers in the region quietly cancel a third of their missile-defence orders. The losers are easy to find. Armed groups that taxed checkpoints and smuggling routes lose their sponsors. Oil at US$58 is comfortable for the Gulf's low-cost producers and painful for higher-cost exporters elsewhere. And in every capital that signed, there is a faction that calls the document a surrender and waits for the first incident."
